Construction project cost escalation and delays don’t just occur, they are caused by factors on the part of either the client, consultant, contractor or the external. These factors, when critically assessed, can be eliminated or mitigated. Construction cost and time overruns are very detrimental to all the stake holders involved as it brings loss of revenue, increase in project cost and delays economic development of a nation. This study seeks to identify and assess critical factors that cause time and cost overruns in the Ghana road construction projects from the perspectives of client, consultants and contractors. The researcher administered questionnaires to stakeholders from both government and non-government organizations who were within the Accra Metropolis. Data collected was analyzed using Microsoft Excel and SPSS. This study also provides ways to mitigate these factors and improve the productivity of the construction companies. This study was carried out through an extensive review of related cost and time overruns literatures and through a survey study using in-depth questionnaires to elicit the views of respondents who have the knowledge and experience in the field of road construction.
