                <text>This paper presents strategies adopted by a higher education institution towards the implementation of its BL policy framework. It does so by reviewing the BL implementation process of a public university in Ghana, noting that there are barriers that have impeded the uptake of blended learning, for which reasons it examines the strategies that can be implemented to overcome these barriers. The insights are drawn from a case study involving qualitative approaches, utilizing interviews with stakeholders in the public university. The paper examines the question: How do educational institutions employ Blended Learning (BL) strategies that contribute to the transformation of the university? Using an inductive approach, the researcher interviewed twenty-two management staff and used Strauss and Corbin’s constant comparative method as the analytical technique to analyze the data. This paper develops an institutional strategy framework that can be used by managers in higher education to facilitate change processes, overcome faculty resistance, and embed blended learning in institutions. The seven constructs of this strategic framework consist of institutional vision and approach, promotion and planning, integrated infrastructure, motivation and encouragement, training, assessment and evaluation and sanctions.</text>

                <text>Higher education institutions the world over is turning to Blended Learning (BL) as the preferred teaching and learning delivery approach. However, to attain campus-wide adoption requires an understanding of the influencing factors that motivate academics towards teaching in BL mode. Given this context, this paper presents findings from a qualitative study that investigates the lived experiences of academics as they adopt BL for teaching and learning in a Ghanaian university. Adopting a Grounded Theory as the methodology for this research within a sequential qualitative research design, data was collected from multiple sources. Primary data was obtained from in-depth interviews of 22 academics carried out to understand how they construct and navigate the BL teaching experiences. Secondary data was obtained from policy documents, faculty training signing sheets and Learning Management Systems (LMS) activity logs. The data was analysed using the constant comparative method and thematic analysis and triangulated to organize the themes and concepts for the proposed model. The outcome of the analytical process is theorized into an adoption model and grounded in the literature. The findings of the research provide very useful and practical model for administrators to stimulate Faculty motivation as they embark on BL implementation. SurveyMonkey platform sent a solicitation email to individuals who met the inclusion criteria with a link that allowed consenting participants to complete a questionnaire of 32 questions. The study used principal component analysis (PCA) and confirmatory factor analysis (structural equation modeling) to analyze and report data. Findings show that only performance expectancy, effort expectancy, and habit influenced the behavioral intention of port users to participate in the integrated customs management system in the Ghanaian port sector. Facilitating conditions, social influence, hedonic motivation, and price value did not affect behavioral intention.                 <text>Blended Learning has not attained campus-wide integration and adoption as the preferred teaching delivery mode by faculty members a few years after the management of a public university in Ghana decided to move from face to face delivery to the blended mode. This study investigates the barriers impacting faculty Blended Learning in Ghana. The study uses an exploratory qualitative approach to investigate the barriers to faculty non-adoption of blended learning. It also investigates their perceptions and experiences. A total of 22 faculty members from four faculties of the university were purposively selected and interviewed for this study. The data were coded and analyzed using a constant comparative analytical method. Thematic analysis was then applied to generate themes for the findings. The study found four themes that inductively constitute barriers to faculty BL adoption. These are infrastructure, faculty concerns, institutional, technical support barriers. The study provides insights into the lived experiences of faculty members relative to the impediments they face in adopting BL. Thus, administrative managers need to avert their attention to institutional related barriers, faculty related concerns, technical barriers, and infrastructure-related barriers when implementing BL.</text>

                <text>The work analyzes Oil price effect fluctuations on performance of Petroleum products Marketing Companies in Nigeria. Trends of Oil price fluctuations and performance of Petroleum products Marketers are described here. The work further examines the effect of the fluctuation in Oil price on the performance of Petroleum products Marketers, and further checks the causal relationship between fluctuation of Oil price and the performance of Petroleum products Marketers in Nigeria between 1970 and 2018. Secondary data was employed for the analysis. The data was sourced from CBN Annual Report. Graphs were used to describe the trends of variables while the ARCH-GARCH analysis, granger causality test, and Vector Autoregressive analysis were employed in the analysis. Unit root test and the Co-integration test were also used to check for stationarity and long-run relationship, respectively. Jarque-Bera statistic for crude oil price (3.509752) with a probability of 0.172929 indicates normality, while that of Profit after tax is 6.370729 with probability value of 0.041363 indicates that there is no normal distribution. The stationarity test shows that all variables are I(1). Cointegration test showed the existence of one co-integrated equation at 5 per cent level of significance. The Error Correction Term (ECT) has a coefficient of -0.316976 with probability value 0.0184, which is significant at 5%. This indicates that in the short run, performance adjust to about 31% of the price fluctuation, while the remaining 69% is accounted for in the long-run. The F statistics of the ARCH LM test results also indicate that there is no ARCH effect. The F value of 2.02960 for causality from COP to LPAT and with probability value of 0.1564, shows that Oil price fluctuation does not granger-cause Performance of Petroleum products Marketers in Nigeria. Similarly, there is the absence of causal relationship from LPAT to COP, with F statistic and probability value of 0.95211 and 0.4020 respectively, thus there exist no causality between COP and LPAT.&#13;
The study recommends that Oil marketers should move from just describing or forecasting oil price volatility as high or low to understanding the dynamics of the oil market.</text>
